Hon. Arundika Fernando,— To ask the Minister of Public Administration and Home Affairs,—
(a) Is he aware that—
(i) the new building constructed for Town and Gravets Pradeshiya Sabha in Trincomalee District was opened on 05.07.2011 ;
(ii) the Divisional Secretary who had been authorized as the Special Commissioner was responsible for that opening, as the new governing body had not been sworn in by that time ; and
(iii) holding that opening ceremony at a time when the new governing body had not been sworn in was an act of disregarding the instructions given by the Secretary to the Ministry of Public Administration and Home Affairs to postpone the event?
(b) Will he state—
(i) whether a Divisional Secretary has the authority to act disregarding the subject related directions given by a Secretary to a Ministry ; and
(ii) if not, the steps that will be taken against the Divisional Secretary of Trincomalee Town and Gravets who acted in the aforesaid manner?
(c) If not, why?
