Hon. Susantha Punchinilame,— To ask the Prime Minister and Minister of National Policies, Economic Affairs, Resettlement & Rehabilitation, Northern Province Development, Vocational Training & Skills Development and Youth Affairs,—
(a) Will he inform this House the name of the person who granted the licence and on whose recommendation for licences have been issued to a private businessman to remove the sand dune that has been naturally created by sea waves under the Upparu bridge, which is one of the three bridges situated at the place where the Mahaweli river joins the sea ?
(b) Will he also inform this House—
(i) whether it is mentioned in the report of the Geological Survey and Mines Bureau that this sand dune which is made up of both sea sand and river sand and is deposited near the supporting pillars of the Upparu bridge should be removed;
(ii) whether it can be assured that the supporting pillars of Upparu Bridge or their existence will not be affected by the removal of sand in that manner;
(iii) whether it is accepted the use of sand removed from that place for construction work directly;
(iv) whether it is admitted that the water in Mahaweli river may be mixed with sea water all the time due to the fact of sea water being added to the river water when the water level in the river is lower, as a result of removing the aforesaid sand dune; and
(v) whether sand mining will be done under this bridge continuously?
(c) If not , why ?
