(a) Will he inform this House —
(i) whether permission has been given to establish co-operative societies that are empowered to grant permission for mining sand from the river Mahaweli;
(ii) whether any levy is charged on sand transported from the river Mahaweli;
(iii) if so, what are the parties that charge that levy; and
(iv) what is the amount charged for issuing a permit to mine sand?
(b) If not, why?
