Hon. Ajith Kumara,— To ask the Minister of Local Government and Provincial Councils,—
(a) Will he table, on local authority basis—
(i) the number of public toilets operated by persons or private firms, or by the government within Colombo District; and
(ii) the places where they are situated?
(b) Will he state—
(i) the methodology in which public toilets are given to persons or private firms;
(ii) the income generated through leasing out these from 2011 to 2013;
(iii) the fee charged for the use of public toilets per person per visit;
(iv) the criteria used for determining that amount; and
(v) the methodology for setting such criteria?
(c) Will he inform this House—
(i) what institution maintains public toilets and the Expenditure Head pertaining to such institution;
(ii) whether there is a methodology for recovering the damage caused to these toilets from the parties who have obtained them; and
(iii) if not, what the reasons are?
(d) Will he also state—
(i) the purpose of giving public toilets to private companies;
(ii) the reasons why the government does not undertake the responsibility for operating public toilets; and
(iii) whether the government has a plan to operate and maintain public toilets by itself in future?
(e) If not, why?
