The Secretary-General of Parliament, Mrs. Kushani Rohanadeera, states that Parliament will convene from December 3rd to 6th as decided during the party leaders meeting chaired by Hon. Speaker Dr. Asoka Ranwala on 25.11.2024.
Accordingly, on Tuesday, 3rd of December, the Motion on the statement of the Government Policy presented recently in Parliament by the Hon. President will be debated from 9:30 a.m. to 5:30 p.m. It was further agreed that the debate will continue on 4th of December, from 9:30 a.m. to 5:00 p.m., with a division on the Motion scheduled for at 5.00 p.m.
It has also been decided at this meeting to hold the debate on the Resolution on the Vote on Account with regard to the first four months of 2025 on 5th and 6th of December from 9:30 a.m. to 5:30 p.m.
Furthermore, discussions were held on the allocation of debate time between the Government and the Opposition, the composition of Government and Opposition representatives in committees, the establishment of the Committee of Selection and the submission of relevant nominations, the formation of the Committee on Parliamentary Business and other committees, the functioning of Sectoral Oversight Committees, and the consideration of a request to establish a Women Parliamentarians' Caucus within the Tenth Parliament.
Hon. Deputy Speaker Dr. Rizvie Salih, Hon. Deputy Chairperson of Committees Hemali Weerasekaraa, Hon. Leader of the House and Minister Bimal Rathnayake, Chief Government Whip and Minister (Dr.) Nalinda Jayathissa, Hon. Leader of the Opposition Sajith Premadasa, and other party leaders participated in this meeting.

In terms of the provisions of the Office on Missing Persons (Establishment, Administration and Discharge of Functions) Act, No. 14 of 2016 (as amended), applications are called to fill the vacancies in the posts of member in the Office on Missing Persons (OMP). Ambassador of the People’s Republic of China to Sri Lanka H.E Qi Zhenhong met with the newly elected Speaker of Parliament of Sri Lanka Hon. Dr. Asoka Ranwala, recently in Parliament. The meeting was also attended by the Secretary General of Parliament Mrs. Kushani Rohanadeera. Chinese Ambassador conveyed the greetings of the Chairman of the Standing Committee of the National People’s Congress of the People’s Republic of China (Speaker of the Parliament of the People’s Republic of China) Hon. Zhao Leji, to the newly elected Speaker of the Tenth Parliament during the meeting. Recalling the long-standing cooperation between Sri Lanka and China, the new Speaker expressed his hope to further strengthen relations between the two countries under the new government led by Hon. President Anura Kumara Dissanayake. During the meeting, the Chinese Ambassador stated that it is important to further strengthen relations between the legislative bodies of the two countries, and that it is important to establish the Sri Lanka-China Parliamentary Friendship Association in the Tenth Parliament as well. In addition, attention was also paid to expanding cooperation between the two countries in a number of areas, including economic development, agriculture-related issues including hybrid seed development, water management, crude oil refining, foreign investment and export promotion.

Speaker, Dr. Ashoka Ranwala, addressing newly elected Members of Parliament (MPs) in Parliament. He expressed these views at the inaugural session of the Orientation Programme organized for the newly elected MPs of the 10th Parliament, held today (Nov. 25).The Speaker emphasized the importance of organizing such workshops, noting that a thorough understanding of parliamentary traditions, constitutional frameworks, standing orders, and related parliamentary procedures is crucial for serving the people through the diverse debates conducted within Parliament. He also extended his gratitude to the Secretary General of Parliament and the parliamentary staff for their contributions to organizing this programme.Hon. Prime Minister Harini Amarasuriya remarked that in a time when the people have entrusted the nation with a robust Parliament, fulfilling public expectations to the fullest should be the foremost objective of all Members of Parliament. She highlighted the significant responsibility the Members of Parliament bear in reshaping public perceptions of Parliament and highlighted that this programme serves as a valuable platform for equipping Parliamentarians with the necessary tools to perform their duties with dedication.Reflecting on the political and social transformations in recent times, the Prime Minister pointed out that the political maturity of the public is evident, placing an immense responsibility on the newly elected Members of Parliament as representatives of the people. An orientation program for Members of Parliament representing the 10th Parliament will be held on November 25, 26, and 27, 2024, from 9:30 a.m. to 4:30 p.m. at the Parliament complex, Committee Room No. 01. This program, traditionally conducted at the commencement of a new Parliament, has been organised for the incoming Members for the 10th Parliament as well.The inauguration of the program is scheduled to take place at 9:30 a.m. on Monday, November 25, 2024, with the participation of the Hon. Prime Minister, Dr. Harini Amarasuriya, Hon. Speaker, Dr. Ashoka Ranwala, Hon. Deputy Speaker Dr. Rizvie Salih, Hon. Deputy Chairperson of Committees, Hemali Weerasekara, Leader of the House Hon. Minister Bimal Rathnayake; Chief Government Whip, Hon. Minister Dr. Nalinda Jayatissa, Secretary General, Deputy Secretary General and Assistant Secretary General of Parliament.This three-day orientation program aims to educate Members of Parliament (MPs) on their roles and responsibilities, parliamentary privileges, the legislative process, committee procedures, Standing Orders of Parliament, and constitutional provisions. The program also includes a practical session on the use of the electronic voting system.Additionally, MPs will be briefed on laws and procedures related to the Commission to investigate allegations of Bribery or Corruption, established under the Anti-Corruption Act. The functions of the Parliamentary Affairs Division under the Ministry of Public Security and Parliamentary Affairs.Furthermore, heads of departments within Parliament will provide an overview of their respective functions, highlighting how each contributes to parliamentary operations.
