The Committee of Inquiry to inquire and report its findings on IGP T. M. W. Deshabandhu Tennakoon in respect of acts of gross abuse of power, met today (Apr. 23) at the Parliamentary premises for the first time and held preliminary discussions.
The Committee of Inquiry is chaired by Supreme Court Judge P.P. Surasena and consists of Justice W. M. N. P. Iddawala and Mr. E. W. M. Lalith Ekanayake, Chairman, National Police Commission (Ex-officio). This committee is scheduled to meet again on 25.04.2025.
Resolution to appoint a Committee of Inquiry in terms of Section 5 of the Removal of Officers (Procedure) Act, No. 5 of 2002, to remove the Inspector-General of Police, Mr. T.M.W. Deshabandu Tennakoon from the office of the Inspector-General of Police for misconduct and gross abuse of power of his office in terms of Sections 3(d) and 3(e) read with Section 5 of the said Act was passed in Parliament on the 08.04.2025.

Hon. Speaker, (Dr.) Jagath Wickramaratne endorsed the certificate on the Proceeds of Crime Bill, on 30.04.2025, in Parliament. The debate on the Second Reading of the Proceeds of Crime Bill was held on 08.04.2025, and following the Second Reading debate, the Bill was considered at the Committee Stage. Thereafter, the Bill was passed in Parliament without a division and without amendments, following the Third Reading. This Bill was presented to Parliament for the First Reading on 01.03.2025. Accordingly, this Bill shall come into force as the Proceeds of Crime Act, No. 05 of 2025.

A police investigation team has been appointed and the names of its members have been submitted to the Committee of Inquiry to inquire and report its findings on IGP T. M. W. Deshabandhu Tennakoon in respect of acts of gross abuse of power. This appointment has been made in response to a formal request by the Committee to the Acting IGP, seeking the assistance of a police investigation team to support the Committee's investigation. Accordingly, during its third meeting held in Parliament on 28th April 2025, the Committee decided to commence further investigation with the assistance of the appointed police investigation team. The Committee also decided to reconvene on 30th April 2025.

The Committee of Inquiry to inquire and report its findings on IGP T.M.W. Deshabandhu Tennakoon in respect of acts of gross abuse of power has informed the Acting IGP in a letter to nominate a police investigation team to assist the investigation of the Committee. This was informed when the Committee met for the second time in Parliament today (Apr. 25). The Attorney General has nominated Additional Solicitor General (President's Counsel) Dileepa Peiris and Deputy Solicitor General Rajitha Perera to assist the Committee. During today’s session, the committee held preliminary discussions regarding the conduct of future proceedings and the involvement of relevant stakeholders. Accordingly, it was decided that the committee would meet again on 28.04.2025 to take decisions regarding future proceedings.
