The Committee on High Posts consists of not more than twelve Members to be nominated by the Committee of Selection.
The functions of the Committee on High Posts are to examine the suitability of any person who has been either appointed to any post or nominated to hold office in any post determined by the Cabinet of Ministers and to make recommendations in regard to such persons.
In the case of persons appointed or nominated for the posts of Secretaries to Ministries, Heads of Missions abroad and Chairpersons of selected Corporations as determined by the Committee on High Posts shall be examined within a period of three months.
The Committee on High Posts shall, for the performance of its duties, have the power to summon before it and examine any person and call for and examine any paper, book, record or other document and to do all such acts as may be necessary for the fullest examination of the suitability of any such person referred to in paragraph 2 above.
Notwithstanding a prorogation of Parliament, the Committee shall have the power to report to Parliament, from time to time, and shall continue its examination.
The Quorum of the Committee on High Posts shall be four Members.
Examination
Before the Committee calls a person before the Committee to examine the suitability of that person to hold the designated post, the Committee will obtain confidential information in a designated form, from all the persons to be summoned before the Committee.
The confidential bio-data form including a declaration of assets and liabilities, to be filled and submitted by each person is published in the Parliament website.
The Committee also will publish an advertisement in 6 daily newspapers in all three languages, informing the general public about the persons to be examined by the Committee, and the posts to which they are either appointed or designated. Then, an opportunity will be available for the general public to submit representations in writing, with the stipulated period, which the Committee will consider at the examination.
