Hon. (Dr.) Nalinda Jayathissa,—To ask the Minister of Public Administration & Disaster Management,—
(a) Will he admit that—
(i) in terms of PA Circular Nos. 27/88 and 01/99, 3% of vacancies in the public sector and in public corporations should be filled with disabled people who are qualified and whose disability will not hamper the activities of the posts concerned, in filling vacancies of those sectors; and
(ii) the appeal made by Mr. W.L.R.N. Liyanage of 11/4 Mile Post, Ampara Road, Siyambalanduwa, who is a physically disabled person who appeared the open competitive examination to recruit officers to the Sri Lanka Administrative Service 2004(2005) under the index No. 0087548 and obtained 135 marks, to the Ministry of Public Administration and Management requesting that he be considered to be recruited to the Sri Lanka Administrative Service, has been rejected by the Ministry stating that disabled persons cannot be recruited to the Sri Lanka Administrative Service?
(b) Will he inform this House—
(i) whether there are provisions which bar the recruitment of disabled persons to the Sri Lanka Administrative Service; and
(ii) if not, whether steps will be taken to do justice to Mr. Liyanage?
(c) If not, why?
