Hon. Nihal Galappaththi,— To ask the Minister Finance & Mass Media,—
(a) Will he admit that—
(i) the salary relevant to the post of Excise Inspector that was created under Financial Regulation 71 based on service requirement is equal to the salary that is relevant to the post of Excise Duty Inspector that was created for carrying out duties under the Excise Act based on a Cabinet decision; and
(ii) the same salary that was paid to Excise Inspectors was paid to Excise Inspectors working at the Department of Customs, too, with the concurrences of the Cabinet of Ministers, the Supreme Court and the Court of Appeal from 1992 to 2006?
(b) Will he inform this House—
(i) whether it is in conformity with the existing law to reduce, change or cause any other prejudice to the service category, group, salary code number, and salary scale relevant to that post by way of absorbing from one department to another without changing the job title and without giving a new appointment in accordance with the order issued by the Public Services Commission; and
(ii) if so, whether he will admit that it is a violation of the principle of equal treatment to all?
(c) If not, why?
