Hon. Chandima Gamage,— To ask the Minister of Internal & Home Affairs and Provincial Councils & Local Government,—
(a) Is he aware that,
(i) the Kekirawa play ground was developed by the NELSIP project at an estimate of Rs. 368 lakhs with the provisions received from Asian Development Bank;
(ii) the aforementioned project was abandoned as a result of irregularities that occurred during the project;
(iii) although the Kekirawa Divisional Coordination Committee ordered through the Commissioner of Local Authorities of Anuradhapura and the NELSIP Project Director that a report should be submitted regarding the quality control, standards and the monies spent, no action has been taken to submit such a report; and
(iv) corruption and fraud related to this project amounts to about Rs. 35 lakhs?
(b) Is he aware that—
(i) the said play ground was used to hold a musical show even before this play ground was commissioned to the public and investigations were concluded as required by Commissioner of Local Government, Chairman and Vice Chairman of the Pradeshiya Sabha and the Secretary to the Pradeshiya Sabha; and
(ii) such conduct is in fact attempts to cover up the fraud and corruption?
(c) Will he state whether he will issue an order to expedite the investigation and to delay the use of the play ground until it is properly commissioned to the public?
(d) If not, why?
