Hon. Rohitha Abeygunawardana,— To ask the Minister of Finance,—
(a) Will he state—
(i) who had given the approval to commit a financial irregularity countermanding Notice No. 818 from the Fund from which rewards are given to Excise Officers under Section 58 (a) of the Excise Ordinance;
(ii) the amounts annually paid according to the Notice concerned to the 1,200 non-uniformed members of the staff who collect revenue and to the 150 non-uniformed members of the staff who collect revenue together with the percentages of those amounts as against the amount of the Fund; and
(iii) the number of uniformed officers who had not reached the threshold in the special conditions cited in No. (vi) of that Notice?
(b) Will he also state—
(i) who had given the approval for making illegal payments during the past five years contravening Section 5.2;
(ii) the amounts exceeding which payments had been made during the past 5 years to the members of the staff who may lay claim to 7.2-ii and its percentage as against the overall reward fund income;
(iii) whether acts of crediting that are illegal have been carried out after paying the relevant sums due towards Grades in 7.2-ii; and
(iv) whether legal action has been taken regarding the above-mentioned illegal disproportionate payments?
(c) If not, why?
