Hon. Sivasakthy Ananthan,— To ask the Minister of Local Government and Provincial Councils,—
(a) Will he inform this House—
(i) the number of beef and mutton stalls belonging to the Vavuniya Urban Council; and
(ii) the locations of the aforesaid stalls?
(b) Will he state—
(i) whether the calling of tenders or public auctioning took place in leasing the beef stalls at Poonthottam, Kurumankadu and near the Vauniya fair and the mutton stalls at Kurumankadu and near the Vauniya fair; and
(ii) separately, the amount for which each stall was leased in the years 2009,2010 and 2011 and the names of lessees?
(c) Will he admit that—
(i) according to the minutes of the meeting of the Urban Council held on 29.06.2011 the beef stall and the mutton stall near the Vavuniya fair have been awarded respectively for a person named S.K. Cader and a person named K.K. Musthang at bargain prices of Rs. 859711.05 and Rs. 79315.50 without calling for tenders; and
(ii) as a result, the Council has incurred a loss amounting to nearly Rs. 10 million in relation to the above three years?
(d) If so, will he state whether action will be taken to recover the aforesaid amounts of money from those responsible for it?
If not, why?
