Hon. (Dr.) Pathmanathan Sathiyalingam,—To ask the Minister of Urban Development, Construction and Housing,— (2)
(a) Is he aware that—
(i) the project to provide drinking water to Vavuniya town was implemented during the years 2010-2011 with the financial assistance of the Asian Development Bank, and that paddy fields, farmlands, houses and religious places were acquired for that purpose;
(ii) a tripartite agreement was signed on 05.11.2013 among the Farmers’ Organizations, the Divisional Secretary and the National Water Supply and Drainage Board in this regard so that no prejudice would be caused to the farmers and the land owners;
(iii) issuing of permits for the alternative lands provided in place of the acquired lands, and providing proper irrigation facilities and establishing and renovating access roads for those lands have not been done up until now;
(iv) members of the affected farming families have not been provided with jobs under the abovementioned water supply project on a priority basis so far; and
(v) no action has been taken to channel the additional water overflowing from the anicuts to the renovated tanks belonging to the Department of Agrarian Development?
(b) If so, will he inform this House of the measures that will be taken to resolve the issues referred to above?
(c) If not, why?
