Hon. Gayantha Karunatileka,— To ask the Minister of Public Administration and Home Affairs,—
(a) Is he aware that—
(i) the promotions that should be given backdated for the relevant grades of the Librarians who are serving under interim provisions according to the Government Librarians’ and Service Minute and the Gazette Extraordinary No. 1620/22 dated 24.09.2009 have not yet been given properly;
(ii) number of vacancies prevail in the grade of recruitment i.e., the Grade III of the Government Librarians’ Service;
(iii) more that 70% of the cadre that have been identified in the aforesaid Service Minute are still vacant?
(b) Will he admit that—
(i) the salary scale of the Supra/Special Grade of the aforesaid Librarians’ Service was above the salary scale of the Grade II/II of the island wide services from the year 1981;
(ii) the Public Administration Circular No. 06/2006 has placed the Special Grade of the Librarians’ Service in the salary scale MN-07 which is very much below the salary scale of the aforesaid island wide service; and
(iii) severe injustice has been caused by this to the Special Grade of the Librarians?
(c) Will he state—
(i) the steps that will be taken to solve the aforesaid problems; and
(ii) the date on which those steps will be implemented?
(d) If not, why?
