      Hon. Udaya Prabhath Gammanpila,—To ask the Minister of Transport and Civil Aviation,—

      (a) Will he admit that—

      (i) the messengers that work in the Department of Sri  Lanka Railways belong to the  Combined Service;

      (ii) The Department of Sri Lanka Railways has no power to recruit messengers directly?

      (b) Will he inform this House—

      (i) whether the  permission of the  Director General of Combined Services was obtained  to  recruit  messengers to the Department of Sri Lanka Railways in the year 2016 ;

      (ii) if so, the date on which the aforesaid permission was obtained;

      (iii) whether a copy of the letter as per  which   the aforesaid permission was given will be tabled?

      (c) Will he also inform this House—

      (i) whether the interview for the recruitment  of messengers was conducted  under the patronage of the Additional General Manager of Railways (Administration);

      (ii) if so, whether he admits the fact that the aforesaid officer had been under interdiction even on the occasion when the aforesaid  interview was conducted; and

      (iii) how an officer who is  interdicted is able to  stay in service?

      (d ) If not, why?
