Hon. Heshan Withanage,— To ask the Prime Minister and Minister of National Policies and Economic Affairs,—
(a) Will he admit that—
(i) the traditional gem miners in Rathnapura district, the leading district in the gem industry that provides a significant contribution to the national income, are losing that industry; and
(ii) the reason for this situation is that the traditional miner has fallen into the state of a labourer among the businessmen who have engaged in large scale businesses within this industry?
(b) Will he inform this House—
(i) whether licenses have been issued to use back- hoes in the large scale mining industry;
(ii) if so, the names and addresses of the license holders;
(iii) whether he admits that using of back- hoes for the traditional mining causes an injustice to the traditional miners as well as severe environmental damages; and
(iv) the measures that can be taken to prevent this situation?
(c) If not, why?
