The 2024 Auditor General’s Annual Report handed over to the Hon. Speaker

The Annual Report of the Auditor General for the year 2024 was recently received by the Hon. Speaker, (Dr.) Jagath Wickramaratne, at the Parliamentary Complex from Acting Auditor General, Mr. G.H.D. Dharmapala.

This report has been presented in accordance with the provisions of Article 154 of the Constitution. A large number of institutions including Ministries, Departments, Corporations, Boards, Authorities, statutory funds, non-statutory funds, foreign-aid projects, Provincial Councils, Local Government institutions, and State-Owned Enterprises were audited during the year 2024, and the relevant audit reports were submitted to Parliament by the Auditor General. Based on this, the respective annual report has been compiled.

Deputy Auditor General S.T.D. Ratnayake, Audit Superintendent R.D. Senaratne and Coordinating Secretary to the Hon. Speaker Chameera Gallage were also present on the occasion.

Announcements by the Hon. Speaker - 11.11.2025

Hon. Speaker announces in Parliament that the Hon. MPs, Ms. Sagarika Athauda, Attorney-at-Law, and (Dr.) Sellathambi Thilakanathan, have been nominated to serve in the Panel of Chairs  The Hon. Speaker Dr. Jagath Wickramaratne announced in Parliament today (Nov. 11) that, in terms of Standing Order 143 of the Parliament, he has nominated Hon. Members of Parliament (Mrs.) Sagarika Athauda, Attorney at Law and (Dr.) Sellaththamby Thilaganathan, to be included in the Panel of Chairs to fill the vacancies arising from the appointments of Hon. (Dr.)(Ms.) Kaushalya Ariyarathne and Hon. Aravinda Senarath as Deputy Ministers, from among the Members of the Panel of Chairs nominated to serve in the First Session of the Tenth Parliament.  In addition, Hon. Speaker informed that he has also nominated Hon. Members of Parliament Kaveenthiran Kodeeswaran, Kins Nelson, M.K.M. Aslam, Upul Kithsiri, (Mrs.) Thushari Jayasingha, Attorney at Law and Sujeewa Dissanayake to serve in the Panel of Chairs.

The Inaugural Session of the Student Parliament of Sivali Central College, Ratnapura held at the Old Parliament Chamber of the Presidential Secretariat

The inaugural session of the Student Parliament of Sivali Central College, Ratnapura was held on 04 November 2025 at the Old Parliament Chamber of the Presidential Secretariat. The event was held under the patronage of Hon. Dr. Rizvie Salih, Deputy Speaker of Parliament. Also present on this occasion were Hon. (Mrs.) Hemali Weerasekara, Deputy Chairperson of Committees, and Mrs. Kushani Rohanadeera, Secretary General of Parliament. This programme was jointly organized by Sivali Central College, Ratnapura, the Presidential Secretariat, and the Department of Communication of the Parliament of Sri Lanka, with the objective of providing the students of the college with practical exposure to parliamentary procedures. The event was also attended by Senior Additional Secretary to the President Mr. Subash Roshan Gamage, Director General of Public Relations of the Presidential Secretariat Mr. Dharmasiri Gamage, and Director General Legal of the Presidential Secretariat Senior Attorney-at-Law Mr. J.M. Wijebandara. Addressing the student parliament, Hon. Dr. Rizvie Salih, Deputy Speaker, emphasized the importance of maintaining proper discipline as members of parliament within the Student Parliament. He pointed out that an individual who does not abide by the law cannot take part in the process of law-making. Furthermore, he observed that a politician and a statesman are two different individuals while a politician acts with the next election in mind, a statesman makes decisions with the next generation in mind. Speaking at the event, Hon. (Mrs.) Hemali Weerasekara, Deputy Chairperson of Committees, highlighted the positive habits and values that students can cultivate through participation in the Student Parliament, which in turn can help them build successful lives. She also cited examples from other countries where student parliaments are active, demonstrating how young people there contribute their ideas and proposals in addressing national issues. She further noted that a leader is not one who exercises power, but one who serves their society and country. Addressing the students, Mrs. Kushani Rohanadeera, Secretary General of Parliament, first extended her best wishes to the Hon. Speaker of the Student Parliament and its members for their excellent command of language and presentation. She went on to explain the functions and responsibilities of Parliament, providing the students with insight into the manner in which parliamentary proceedings are conducted. The inaugural session commenced with the election of the Speaker of the Student Parliament, followed by the Prime Minister, Cabinet of Ministers, and Members of Parliament taking their oaths. Subsequently, each Minister of the Student Parliament presented to the assembly the plans proposed to be implemented under their respective ministries. Certificates were awarded to the students representing the Student Parliament under the patronage of the distinguished guests. The event was also graced by Major Nadeeka Dangolla, Assistant Director of the Presidential Secretariat, Captain Neel Dhammika Wathukarawatta, Principal of Sivali Central College, Ratnapura, members of the academic staff of the college, and officials of the Department of Communication of Parliament.

Hon. President Anura Kumara Dissanayake, presents the Budget 2026 to Parliament in his capacity as the Minister of Finance

The Second Reading of the Appropriation Bill for the year 2026 (the Budget Speech) was presented to Parliament today (Nov. 07) by Hon. President Anura Kumara Dissanayake in his capacity as the Minister of Finance. At around 1.30 p.m. today, in keeping with tradition, the Hon. President arrived at the Chamber from the Office of the President within the Parliament premises, preceded by the Serjeant-at-Arms. Subsequently, the Budget proposals were presented until 5.50 p.m. This budget, the second of the new government, will go down in history as the 80th budget of independent Sri Lanka. Foreign ambassadors, Governors, high-ranking government officials, heads of forces, judges and many other guests attended the event. The debate on the Second Reading of the Appropriation Bill for the year 2026 is scheduled to be held over a period of six days, from November 8 to November 14. Thereafter, the vote on the Second Reading of the Budget will be taken on November 14 at 6.00 p.m.Subsequently, the Committee Stage debate on the Appropriation Bill for the year 2026 is scheduled to be held for 17 days, including three Saturdays, from November 15 to December 5. Following that, the vote on the Third Reading of the Appropriation Bill will be held on December 5 at 6.00 p.m.Accordingly, the entire Budget debate is scheduled to be held from November 8 to December 5, 2025.

A leader is not someone who enjoys power, but someone who serves their country and their people - Hon. Deputy Chairperson of Committees of Parliament, Mrs. Hemali Weerasekara

The Hon. Deputy Chairperson of Committees of Parliament, Mrs. Hemali Weerasekara, stated that a leader is not a person who enjoys power, but that a leader is someone who serves their country and their people. She further emphasized that power is not an ornament, but merely a tool that should be used for the betterment of a larger community, and that every leader should always remember this. The Hon. Deputy Chairperson of Committees made these remarks while addressing the inaugural meeting of the Student Parliament of Kirillawala Central College, held at the Old Parliament Chamber of the Presidential Secretariat on 31.10.2025. She also stressed the importance of listening to others and acting collectively in a democratic and law-abiding manner. Further, the Hon. Deputy Chairperson of Committees explained how student parliaments operate at the international level and pointed out that through the Student Parliament in Sri Lanka, students are given the opportunity to submit proposals not only for the betterment of their own school but also for the benefit of society as a whole. Subsequently, the inaugural session of the Student Parliament commenced, during which the Speaker of the Student Parliament took the oath, followed by the swearing-in of the Members. Afterwards, each Minister and Deputy Minister presented to the Parliament the proposals including the programs expected to be implemented within the school through their respective ministries. Addressing the Student Parliament, Director (Legislative Services) and Director Communication (Acting) of the Parliament, Mr. M. Jayalath Perera, pointed out that the Student Parliament serves as a great platform for the personal development and enhancement of the skills of the children. He also made the students aware of the parliamentary legislative process and its functions. At this event, the participating students were awarded certificates by the Hon. Deputy Chairperson of Committees and other distinguished guests. This program, which was part of the series of Student Parliament programs jointly organized by the Presidential Secretariat and the Department of Communication of the Parliament of Sri Lanka, was attended by Senior Additional Secretary to the President Mr. Subash Roshan Gamage, Director General of Public Relations of the Presidential Secretariat Mr. Dharmasiri Gamage, Assistant Director of the Presidential Secretariat Major Nadeeka Dangolla, and the Principal of Kirillawala Central College Mr. R. W. M. A. Bandara Weerasinghe, along with members of the academic staff.
