Department of Legislative Services

The Bills Office of the Parliament of Sri Lanka functions under an Assistant Director (Administration).

The main function of the Bills Office is the processing of Bills from their introduction in the Parliament up to printing of the final Acts.

Bills presented to Parliament may be classified as follows:

  1. Government Bills.
  2. Private Members' Bills.

 

Each Bill undergoes through the following process in its enactment process and the Bills Office undertakes the performance of relevant functions at each stage, coordination and reporting.

 

Main Stages of Enacting a Government Bill

  1. Presentation of the Bill published in the Gazette (First Reading)
  2. Bill printing
  3. Consideration of the Bill in the relevant Sectoral Oversight Committee
  4. Second Reading
  5. Committee Stage of the Bill:
    1. Committee of the Whole Parliament
    2. Legislative Standing Committee
  6. Third Reading
  7. Speaker's Certificate
  8. Final Act printing

 

Main Stages of Enacting a Private Members’ Bill

  1. Forwarding the draft Bill submitted to the Secretary-General of Parliament under the Standing Orders to the Attorney General for his opinion
  2. Gazette publication of the Bill after the receipt of the opinion of Attorney General
  3. First Reading (Bill Presentation)
  4. Forwarding the Bill to the relevant Minister to obtain the Minister’s Report
  5. Second Reading
  6. Committee stage - Consideration of the Bill at the Legislative Standing Committee
  7. Third Reading
  8. Speaker’s Certificate
  9. Final Act printing

 

Other Duties of the Bills Office

  1. Maintenance of the Bills Register and the Acts Register
  2. Periodical publication of the decisions of the Supreme Court
  3. Updating the Bills Process System in the Parliament intranet
