Hon. (Dr.) Pathmanathan Sathiyalingam,— To ask the Prime Minister and Minister of Education, Higher Education and Vocational Education,— (1)
(a) Is she aware that —
(i) according to Cabinet Decision No. අමප/12/1101/530/035 dated 08.08.2012, principals who served or are currently serving in extremely difficult schools for extended periods have been appointed to Grades 2(ii) and 3 of the Sri Lanka Principals’ Service on supernumerary basis; and
(ii) the appointments of them were confirmed as per Cabinet Decision No. අමප/21/1824/308/139 dated 23.11.2021, and the letter No. PSC/EST/02-05/01/2020 dated 02.06.2022, issued by the Secretary to the Public Service Commission?
(b) Will she inform this House —
(i) whether she is aware that the administrative allowance paid to principals of other schools as per the school categorization was also paid to the principals mentioned in (a) above until March 2018, but it is not paid at present?
(ii) of the reasons for it;
(iii) whether she is aware that current requests for appointments to fill principal vacancies and for mutual transfers are rejected;
(iv) of the reasons for it;
(v) whether internal and inter-zonal transfers and promotions are granted to the principals mentioned in (a) above; and
(vi) if not, of the reasons for it?
(c) If not, why?
