      Hon. Chathura Sandeepa Senaratne,— To ask the Minister of Public Administration and Management,—

      (a) Is he aware that —

      (i) the examination for the promotion of officers of the Government Translators’ Service to the Special Grade of the Translators’ Service has not been conducted after 1999;

      (ii) owing to that, all positions of the said special grade have fallen vacant at present; and

      (iii) these officers have been subjected to severe injustice for over                16 years as they have been deprived of the only promotional opportunity available to them?

      (b) Will he admit that—

      (i) the special grade of that service was down graded with effect from 01.01.2006 by the Public Administration Circular of  06/2006;

      (ii) accordingly this grade which was at the level of island-wide Service was placed even below the supra grade of the Management Assistants’ Service from 2006; and

      (iii) this situation has resulted in officers vacating the service thereby creating a severe dearth of officers?

      (c) Will he inform this House—

      (i) of the relief to be granted to those officers who lost promotion opportunities;

      (ii) whether steps will be taken to grant this special grade of the service, the status that prevailed prior to 2006 through the new draft service minute; and

      (iii) if so, whether those provisions will be implemented forthwith?

      (d) If not, why?
