      Hon. Bimal Rathnayake,— To ask the Minister of Transport and Civil Aviation,—

      (a) Will he inform this House—

      (i) as to why such a long period of time was taken to alter the initial plan of the  proposed Kurunegala-Habarana railway track ;

      (ii) whether this alteration is an implication of the unsuccessful nature of the old plan;

      (iii) if so, as to why so long period was taken to comprehend that fact;

      (iv) of  the public funds wasted as a result of this alteration and the measures taken with pertinence to the pressure made on the public who got victimized through that,

      (v) whether the aforesaid two plans will be separately presented along with detailed reports;

      (vi) of the basic necessity behind the construction of this railway line;

      (vii) whether the individuals who got their property damaged will be compensated;

      (viii) if so, of the amount of compensation and  the conditions;and

      (ix) whether it is admitted that the persons who lose property as per the initial plan have been subjected to severe pressure for a period of approximately 10 years owing to factors like  the inability to do  any development activity in the relevant lands, the decline of the commercial value of  lands, having to abandon the maintenance of their residences while constructing new  residences after obtaining loans?

      (b) If not, why?
