The Select Committee of Parliament to look into and report to Parliament its recommendations to ensure gender equity and equality with special emphasis on looking into gender-based discriminations and violations of women’s rights in Sri Lanka held discussions with several resource persons on gender-neutral budgeting performance indicators.
The discussion was held with the participation of resource persons representing a several areas of gender-neutral budget-related performance indicators, as they met with the Select Committee of Parliament to look into and report to Parliament its recommendations to ensure gender equity and equality with special emphasis on looking into gender-based discriminations and violations of women’s rights in Sri Lanka in Parliament on September 16.
At the time of presenting the budget for the year 2018, the focus was on gender budgeting and in the same year, 12 key performance indicators related to gender were included. These 12 key performance indicators were discussed along with a follow-up on how the budgets have been implemented in the past years and the studies conducted by the relevant parties on how to focus on them in future budgets.
In particular, the parties who joined via technology presented information focusing on these performance indicators with regards to how the budget has been allocated over the past few years, and its performance. They also explained the areas that need to be addressed in relation to these performance indicators in future budgets.
Chairperson of this Select Committee, Hon. State Minister Dr. Sudarshini Fernandopulle stated that in many fields, women’s participation is minimal. The State Minister explained that although a significant number of women have completed their university education, they are less likely to work in various fields as they are assigned family responsibilities and other responsibilities after leaving the university. Furthermore, she also said that the focus should be on advancing women in the field of entrepreneurship and that training programs should be conducted for this purpose and a progressive level of bank lending should be established. Therefore, the State Minister pointed out the importance of focusing on this at future budgets.
Mrs. Kushani Rohanadheera, Deputy Secretary General and Chief of Staff of Parliament and Secretary to the Select Committee also stated that the information provided will be important in the future. She expressed her gratitude to the relevant resource persons for their insights.
Hon. Member of Parliament representing the Committee J. C. Alawathuwal, and Hon. Parliamentarians Tharaka Balasuriya and Mayantha Dissanayake, resource persons, Deputy Secretary General of Parliament and Chief of Staff, Secretary to the Select Committee Mrs. Kushani Rohanadheera and several other Parliament officials participated in the committee meeting held online.
