Department of Administration

The Establishments Office provides supervisory control of Human Resource activities relating to recruitment, interviewing, selection, staffing, incenting etc. for the purpose of creating an efficient and effective staff of the Secretary – General of Parliament in order that the right persons occupy the right positions, so that, they could be motivated to perform appropriately. Furthermore, it also includes responsibilities such as equitable treatment of employees, developing employees to ensure a qualified pool of competent and potentially talented employees in all positions and helping for building the reputation as a desirable model employer for the state sector.

The Functions which are handled by the Establishments office are as follows:

  1. Recruitment of personnel through the recruiting procedure (advertising of vacancies scheduling of applications, conducting written tests and interviews)
  2. Creation of posts and maintenance of the cadre of the staffs (including General’s House & Hon. Speaker’s Residence) in Parliament.
  3. Attend the Secretariat duties of the meetings of the Staff Advisory Committee (convening, servicing and keeping minutes and records of files)
  4. Maintenance of the personal files and other relevant records of the staffs in Parliament (appointments, promotions and retirements)
  5. Granting of annual increments and other HR activities of the staff.
  6. Maintenance and allocation of staff quarters at Jayawadanagama Housing Scheme.
  7. Computation of pensions of the retired members of the staff.
  8. Implementation of Agrahara Insurance Scheme and related matters.
  9. Issuance of Bus Passes to the staff and related matters.
  10. Obtaining of security clearance reports in respect of members of the staff and the personnel selected for recruitment.
  11. Maintenance of attendance and the leave records of all the staff.
  12. Maintenance of discipline among the staff and pursuance of disciplinary procedure in respect of the offenders. (preparation of charge sheets, interdiction, recording statements, holding preliminary inquiries and formal inquiries, implementation of disciplinary orders and other related matters).
  13. Procession of salary loans (Distress/ Property/Vehicle).
  14. All the other matters related to the administration of Parliament. such as;
    1. Updating Telephone Directory (internal).
    2. Correspondence work relating to the General Elections, Presidential Elections, Provincial Elections, Local Govt. Elections
    3. Handling the mail
    4. Issuance of Railway Warrants
    5. Staff Training (Local and Foreign)
  15. Management and supervision of the work of Record Keeper and the Record Room.
  16. Management and supervision of the Documentation Division.
  17. Handling of matters connected to Foreign Scholarships; Calling for applications, scheduling, processing, obtaining approval for nominations, channeling applications for the respective Institutions through the External Resources Department (ERD), seeking approval for receiving funds from relevant donor agencies, payments, submitting relevant reports to the respective Institutions.
