Mr. Dhammika Kitulgoda (Secretary-General)

Mr. Dhammika Kithulgoda, a distinguished figure in Sri Lankan judicial and parliamentary spheres, has left an indelible mark through his illustrious career spanning over decades. After completing his school education at Rahula College, Matara and Royal College, Colombo, he pursued his Legal Studies at the Sri Lanka Law College.

Upon completing his education, Mr. Kithulgoda embarked on a distinguished career in the judicial service, starting in 1975 when he was appointed as a Magistrate. He later ascended to the esteemed position of District Judge in 1985, serving in various parts of the island. Notably, he made history as the youngest Magistrate at the age of 28, a testament to his exceptional talent and dedication to the legal profession. In 1998, he was appointed as Secretary to the Judicial Service Commission.

In 1999, Mr. Kithulgoda's trajectory took a significant turn as he assumed the mantle of Secretary General of Parliament, a role he would hold with distinction for a decade until 2002. His tenure at the helm of parliamentary affairs was characterized by unwavering integrity, astute leadership, and a steadfast commitment to upholding democratic values.

Despite stepping down from his role as Secretary General of Parliament, Mr. Kithulgoda served as the Secretary to the Constitutional Council and as the Secretary to the Parliamentary Council. He returned to serve as Acting Secretary General from 2008 to 2010 before once again assuming the position of Secretary General of Parliament until 2012.

Notably, Mr. Kithulgoda's contributions extend beyond his role in Parliament. He became the first judicial officer to assume the position of Secretary General, bridging the realms of law and governance with finesse. His tenure as Secretary of the Constitutional Council and Parliament Council further underscored his pivotal role in shaping Sri Lanka's legislative landscape.

Mr. Dhammika Kithulgoda's legacy is one of exemplary service, marked by unwavering dedication to the principles of justice, democracy, and public welfare. His tireless efforts have left an indelible imprint on Sri Lanka's legal and parliamentary institutions, embodying the values of integrity, diligence, and leadership.
